(CNN) — A tropical depression in the Gulf of Mexico has strengthened into a tropical storm as it continues to churn toward South Texas, where residents were bracing for heavy rain, flooding, powerful winds and dangerous rip currents Tuesday.Tropical Storm Harold maximum had sustained winds of 45 mph around 2 a.m. ET Tuesday, when its center was about 195 miles east-southeast of Port Mansfield, Texas, the National Hurricane Center said. More than 1 million people are under tropical storm warnings.Heavy rain and tropical-storm-force winds are expected over parts of South Texas Tuesday morning, and the latest track has the system making landfall south of Corpus Christi by midday.The storm, which formed as a tropical depression in the Gulf of Mexico late Monday afternoon, is expected to dump of 3 to 5 inches of rain – and up to 7 inches in some areas – across South Texas on Tuesday and Wednesday. NIAMEY, Niger (AP) — The African Union on Tuesday suspended Niger from all of its institutions and activities “until the effective restoration of constitutional order” following last month’s coup.The council of the 55-nation bloc made the decision after mutinous soldiers overthrew Niger’s democratically elected president last month and quickly entrenched themselves in power, rebuffing most dialogue efforts. President Mohamed Bazoum, his wife and son have been kept under house arrest in the capital, Niamey. This was the council’s first public communication since it met earlier this month to discuss Niger’s crisis. 11 killed in explosion at coal mine in northern China

BEIJING (AP) — Authorities say 11 people have been killed in a coal mine explosion in northern China, in a reminder of the country’s continued dependence on the energy source.The blast occurred late Monday on the outskirts of the historic city of Yan’an in mountainous Shaanxi province, where mining has long been a key driver of the local economy. A total of 90 miners were in the shaft at the time of the explosion, which is still under investigation, the provincial Department of Emergency Management reported on social media. JERUSALEM (AP) — Israeli security forces stormed into a town in the north of the West Bank on Tuesday, leading to fighting that killed a 17-year-old Palestinian, according to Palestinian health officials, the latest violence to grip the occupied territory.
