Californians rattled awake by early-morning ShakeAlert messages

Californians and others across the West Coast were rattled awake early Thursday morning when a planned test of the ShakeAlert earthquake warning system misfired seven hours ahead of time.The messages — each reading “TEST of the earthquake warning system” — blared on phones at 3:19 a.m. Thursday, startling awake users of the MyShake app across California, Oregon and Washington, according to system administrators and numerous people who received the messages. The alert came ahead of the planned Great ShakeOut earthquake drill, which is scheduled to take place at 10:19 a.m. Thursday. as a means to prepare the California and other areas of the nation for a large-scale earthquake.State officials say the goal of the Shake Out is to encourage people to practice earthquake safety, and remind residents to keep their emergency earthquake kits well-stocked. SAN FRANCISCO (KRON) -- The Great California ShakeOut drill is set for 10:19 a.m. this morning. Millions of people worldwide are expected to participate in earthquake drills at work, school and home, according to the Great ShakeOut website.This year's annual earthquake preparedness drill comes one day after a 4.1 magnitude quake shook parts of Northern California and just two days after the 34th anniversary of the devastating 1989 Loma Prieta quake. Barricaded subject surrenders to SFPD Wednesday night

(KRON) – The San Francisco Police Department apprehended a distressed man on Wednesday.San Francisco police officers responded to the 300 block of Woolsey Street on a report of an adult man in distress at his residence at approximately 7:56 p.m. According to police, once officers arrived and attempted to make contact, the man refused and barricaded himself in the residence. 1 person fatally struck by Muni bus The Hostage/Crisis Negotiation Team and paramedics also responded to the scene to negotiate a peaceful surrender, police said. Officers were able to detain the subject. The average long-term US mortgage rate surges to 7.63%, holding at highest level since 2000

LOS ANGELES (AP) — The cost of financing a home surged again this week with the average long-term U.S. mortgage rate at its highest level since December 2000.The average rate on the benchmark 30-year home loan rose to 7.63% from 7.57% last week, mortgage buyer Freddie Mac said Thursday. A year ago, the rate averaged 6.94%.Borrowing costs on 15-year fixed-rate mortgages, popular with homeowners refinancing their home loan, also increased. The average rate rose to 6.92% from 6.89% last week.
